Policy uncertainty is pushing older Americans to delay retirement, shift to conservative investments and boost their emergency savings, according to a new survey.<\/p>\n

The findings published last week by the Center for Retirement Research at Boston College show 21% of respondents who\u2019ve yet to retire are postponing \u0432\u044b\u0445\u043e\u0434 \u043d\u0430 \u043f\u0435\u043d\u0441\u0438\u044e<\/a> while 33% are moving to safer portfolios.<\/p>\n

The \u043e\u043f\u0440\u043e\u0441<\/a> of 1,443 people ages 45 to 79 with more than $100,000 in investable assets was conducted between July 7 and July 31, 2025, by Greenwald Research<\/strong> \u0432 \u043f\u0430\u0440\u0442\u043d\u0435\u0440\u0441\u0442\u0432\u0435 \u0441 Jackson National Life Insurance<\/strong>.<\/p>\n

Researchers explored how participants perceived risks related to \u0421\u043e\u0446\u0438\u0430\u043b\u044c\u043d\u043e\u0435 \u043e\u0431\u0435\u0441\u043f\u0435\u0447\u0435\u043d\u0438\u0435<\/a>, Medicare<\/a> and fiscal policy \u2014 and how they might act to hedge these risks.<\/p>\n

\u201cTo be clear, \u2018policy uncertainty\u2019 is not about policy change, per se, but rather about the unpredictability of future policy,\u201d the report said. \u201cEven without any change to current policy, for example, a tight and polarized election forces households to consider a wider range of policies than if the election outcome were certain or the policy positions of the candidates were similar.\u201d<\/p>\n

Uncertainty<\/a> depresses economic activity, increases stock market volatility and reduces returns. Unemployment tends to rise with greater uncertainty, while consumption and investment tend to fall. Households\u2019 attempts to protect themselves against specific risks \u2014 such as a cut in Social Security benefits \u2014 can also backfire, the report added.<\/p>\n

By July 2025, policy had changed dramatically on taxation, \u0442\u0430\u0440\u0438\u0444\u044b<\/a>, federal debt and Medicaid due to the \u0417\u0430\u043a\u043e\u043d \u043e \u0431\u043e\u043b\u044c\u0448\u043e\u043c \u0438 \u043a\u0440\u0430\u0441\u0438\u0432\u043e\u043c \u0437\u0430\u043a\u043e\u043d\u043e\u043f\u0440\u043e\u0435\u043a\u0442\u0435<\/a>, \u043f\u043e\u044f\u0441\u043d\u044f\u0435\u0442\u0441\u044f \u0432 \u043e\u0442\u0447\u0435\u0442\u0435.<\/p>\n

Long-term trends in Medicare and Social Security financing have become more concerning, respondents said. Majorities reported seeing worrying news stories on Social Security\u2019s financial pressures (55%), the cost of Medicare (52%), the size of the federal debt (75%) and tariffs (89%).<\/p>\n

Among all respondents, 28% increased the amounts in their emergency funds.<\/p>\n

\u201cOverall, the risk that policy uncertainty poses to near-retirees and retirees seems substantial, imposing considerable costs on households as they take precautionary actions, as well as harming the economy,\u201d the report said. \u201cAs noted, this survey was undertaken during what now seems to have been a relatively tranquil period in the last 18 months.<\/p>\n
