{"id":62692,"date":"2026-04-02T03:05:00","date_gmt":"2026-04-02T01:05:00","guid":{"rendered":"https:\/\/housesmarketplace.com\/first-fully-rebuilt-palisades-home-testing-post-fire-demand\/"},"modified":"2026-04-02T03:05:00","modified_gmt":"2026-04-02T01:05:00","slug":"first-fully-rebuilt-palisades-home-testing-post-fire-demand","status":"publish","type":"post","link":"https:\/\/housesmarketplace.com\/ru\/first-fully-rebuilt-palisades-home-testing-post-fire-demand\/","title":{"rendered":"First fully rebuilt Palisades home testing post-fire demand"},"content":{"rendered":"<div>\n<p>Fourteen months after California\u2019s Palisades wildfires destroyed nearly 5,900 homes, the first fully rebuilt residence has come to market, offering the clearest pricing test yet for post-fire demand.<\/p>\n<p>The newly built contemporary home \u2014 listed at just under $7.5 million \u2014 comes after the original was just one month from completion when it was destroyed.<\/p>\n<p>The listing arrives as <a href=\"https:\/\/www.housingwire.com\/articles\/los-angeles-wildfire-rebuilding\/\">rebuilding<\/a> activity gains traction, with roughly 650 permit approvals to date and nearly 475 burned lots having traded.<\/p>\n<p>Anthony Marguleas of <strong>Amalfi Estates<\/strong>, who co-listed the property with Dan Urbach of <strong>\u041a\u043e\u043c\u043f\u0430\u0441<\/strong>, \u0441\u043a\u0430\u0437\u0430\u043b <strong>\u0416\u0438\u043b\u044c\u0435\u041f\u0440\u043e\u0432\u043e\u043b\u043e\u043a\u0430<\/strong> that permitting timelines have proved faster than many anticipated \u2014 averaging approximately three and a half months.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-the-real-obstacle-isn-t-permits\">The real obstacle isn\u2019t permits<\/h2>\n<p>Marguleas said the real obstacle for homeowners has been misunderstood.<\/p>\n<p>\u201cThere\u2019s a misconception,\u201d he said. \u201cPeople have been reading news and [thinking the problem] is about obtaining insurance. I tell them, \u2018No, it\u2019s not obtaining insurance, it\u2019s insurance payouts.\u201d<\/p>\n<p>His own experience illustrates the bind facing many property owners. Marguleas lost his home in the <a href=\"https:\/\/www.housingwire.com\/articles\/trump-california-wildfire-order\/\">\u043f\u043e\u0436\u0430\u0440\u044b<\/a> and is now rebuilding.<\/p>\n<p>\u201cI had to start construction. Most people have to start construction because they\u2019re going to run out of loss of use funds,\u201d he said. \u201cIt\u2019s a chicken and the egg. None of them had any problem getting insurance.\u201d<\/p>\n<p>There has also been encouraging regulatory movement.<\/p>\n<p>The <strong>\u0414\u0435\u043f\u0430\u0440\u0442\u0430\u043c\u0435\u043d\u0442 \u0441\u0442\u0440\u0430\u0445\u043e\u0432\u0430\u043d\u0438\u044f \u041a\u0430\u043b\u0438\u0444\u043e\u0440\u043d\u0438\u0438<\/strong> recently approved forward-looking wildfire catastrophe models, allowing insurers to price wildfire risk more accurately.<\/p>\n<p>Carriers using these models must expand coverage in wildfire-prone areas, which should help bring more insurers back into the market, Marguleas added.<\/p>\n<p>\u041d\u043e\u0432\u044b\u0439 <a href=\"https:\/\/goldrushcam.com\/sierrasuntimes\/index.php\/news\/local-news\/76821-california-department-of-insurance-reports-landmark-study-shows-rebuilding-los-angeles-to-wildfire-safety-standards-could-slash-future-fire-losses\">\u0430\u043d\u0430\u043b\u0438\u0437<\/a> from the California Department of Insurance and <strong>National Association of Insurance Commissioners<\/strong> found that rebuilding to the <strong>Insurance Institute for Business &amp; Home Safety<\/strong> Wildfire Prepared Home standard could reduce projected wildfire losses by one-third on average.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-land-inventory-developer-shift\">Land inventory, developer shift<\/h2>\n<p>Of the roughly 5,900 homes lost, Marguleas estimates that about 25% of the lots \u2014 roughly 1,475 \u2014 will eventually come to market, a figure based on patterns from previous major fires in <a href=\"https:\/\/www.housingwire.com\/articles\/los-angeles-sb79-density\/\">\u041a\u0430\u043b\u0438\u0444\u043e\u0440\u043d\u0438\u044f<\/a> and Hawaii.<\/p>\n<p>\u201cThere was a lot of misinformation earlier on that people were saying, \u2018Oh, 60% or 70% of Palisades [homeowners] are going to be selling and moving out of the area,\u2019\u201d he said. \u201cThe reality is, based on how it\u2019s been for going on 15 months, we think it\u2019s going to be closer to the 25% target.\u201d<\/p>\n<p>As of two weeks ago, 483 lots had sold, 27 were in escrow and 173 were active, bringing the total available or sold to 683 \u2014 nearly half of the projected total.<\/p>\n<p>But Marguleas detailed how the buyer profile has shifted noticeably in recent months.<\/p>\n<p>An analysis of public records at the end of December showed just over half of buyers were owner-users. Updated research now suggests a different picture.<\/p>\n<p>\u201cIt\u2019s getting to 60% to 70% now are developers,\u201d Marguleas said.<\/p>\n<p>He added that many owner-users who purchased elsewhere \u2014 in Brentwood, Santa Monica, Newport Beach and Orange County \u2014 have opted to hire contractors and develop their original lots for sale rather than forfeit land equity.<\/p>\n<p>\u201cWe believe instead of 750 there\u2019s going to be 1,000 or even 1,200 new constructions that will be coming on over the next four years,\u201d he said. \u201cThe question is, can the Palisades absorb it \u2014 and are there enough buyers out there that can afford to purchase $5 million to $10 million homes? I don\u2019t think there will be. I think it\u2019s going to be an interesting dilemma.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-pricing-the-first-rebuild\">Pricing the first rebuild<\/h2>\n<p>With only a handful of rebuilds expected to deliver in the near term, Marguleas said the first new construction to market typically commands a premium .<\/p>\n<p>Early land sales following the fires saw similar dynamics.<\/p>\n<p>\u201cWhen the first land came on the market in February, March and April of last year, they got premiums because there was not a lot of land on the market,\u201d he said. \u201cThe same will be happening with new construction. The first few new constructions that come on will get premiums because there\u2019s not a lot of them.\u201d<\/p>\n<p>For landowners deciding whether to sell now or rebuild, he noted that land values remain down roughly 30% from pre-fire levels.<\/p>\n<p>A 6,500-square-foot lot in the Palisades\u2019 Alphabet Streets that sold for about $3 million before the fires now trades around $2.1 million.<\/p>\n<p>\u201cThe seller is making a decision now \u2014 do I take a million dollar hit on equity selling my land today, or do I take that money and invest it?\u201d Marguleas said. \u201cWe believe in the next three to five years the land values and property values will go back up to what they were before the fires and eventually surpass it.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-a-local-market-returning\">A local market returning<\/h2>\n<p>Despite the scale of destruction, Marguleas said the buyer pool for the Palisades remains overwhelmingly local.<\/p>\n<p>\u201cNinety to 95% of the people that are looking to purchase in the Palisades now \u2014 for freestanding homes or for leases or for new construction \u2014 are people that lived in the Palisades before and want to get back,\u201d he said. \u201cThey\u2019re not outside the area.\u201d<\/p>\n<p>He pointed to signs of the town\u2019s gradual revival such as the reopening of schools and businesses and solid timelines resuming for local projects.<\/p>\n<p>\u201cThey see the town getting rebuilt. Every week a new business opens up,\u201d Marguleas said. \u201cIt\u2019s the locals coming back.
