Ron DeSantis\u2019 proposal to phase out property taxes for most primary homeowners is rapidly becoming one of the state\u2019s most consequential housing debates in years.<\/p>\n<p>Supporters argue it could ease <a href=\"https:\/\/www.housingwire.com\/articles\/mba-april-2026-homebuyer-affordabilit\/\">\u0434\u043e\u0441\u0442\u0443\u043f\u043d\u043e\u0441\u0442\u044c<\/a> pressures while critics warn it may fuel higher home prices and reshape local tax structures.<\/p>\n<p>The proposal would raise Florida\u2019s homestead exemption from $50,000 to $250,000 \u2014 a move DeSantis said would eliminate <a href=\"https:\/\/www.housingwire.com\/articles\/property-tax-burdens-states-debate-senior-relief\/\">\u043d\u0430\u043b\u043e\u0433 \u043d\u0430 \u043d\u0435\u0434\u0432\u0438\u0436\u0438\u043c\u043e\u0441\u0442\u044c<\/a> for about 60% of homeowners.<\/p>\n<p>The exemption would later increase to $500,000, potentially removing property taxes for as many as 92% of primary residences statewide.<\/p>\n<p>Housing leaders told <strong>\u0416\u0438\u043b\u044c\u0435\u041f\u0440\u043e\u0432\u043e\u043b\u043e\u043a\u0430<\/strong> the proposal could dramatically alter monthly ownership costs and reignite <a href=\"https:\/\/www.housingwire.com\/articles\/housing-demand-stays-firm-pushing-inventory-close-to-negative-yoy\/\">\u0442\u0440\u0435\u0431\u043e\u0432\u0430\u0442\u044c<\/a> \u043f\u043e \u0432\u0441\u0435\u043c\u0443 \u0448\u0442\u0430\u0442\u0443.<\/p>\n<p>\u201cOverall, it can\u2019t be a bad thing for housing,\u201d said Aaron Davis, CEO of <strong>Florida Agency Network<\/strong>. \u201cI mean, first and foremost, in both Florida and Texas there\u2019s no state income tax, and that\u2019s certainly helped in raking in businesses and people and wealth and jobs.\u201d<\/p>\n<p>Removing property taxes for primary homeowners, he said, could further strengthen the state\u2019s appeal to employers and residents relocating from higher-tax states.<\/p>\n<p>\u201cIf someone\u2019s now looking at, say, New York versus Florida, or many other states from a jobs perspective, you can now say with the affordability, \u2018Come live in Florida, work in Florida, buy a home in Florida and not pay property taxes,\u2019\u201d Davis said. \u201cProperty tax bills can be absolutely exorbitant in Florida. There\u2019s also still commercial property tax, tax on rental vacation homes and tax on secondary residences that\u2019s still going to be there.\u201d<\/p>\n<p>DeSantis has called a special legislative session next week to begin debate on the measure. Approval would require support from 60% of lawmakers and later 60% of voters in a statewide referendum.<\/p>\n<p>The governor also proposed requiring residents to live in Florida for at least five years before qualifying for the tax relief. <\/p>\n<h2 class=\"wp-block-heading\" id=\"h-could-savings-fuel-higher-prices\">Could savings fuel higher prices?<\/h2>\n<p>Beth Silverman, a Realtor and investment expert with <strong>\u042d\u043a\u0441\u043f \u041d\u0435\u0434\u0432\u0438\u0436\u0438\u043c\u043e\u0441\u0442\u044c<\/strong> \u0432 <a href=\"https:\/\/www.housingwire.com\/articles\/sparks-flare-over-florida-law-to-target-idle-golf-courses-for-housing\/\">\u0424\u043b\u043e\u0440\u0438\u0434\u0430<\/a>, said the proposal could simultaneously improve affordability and increase home values.<\/p>\n<p>\u201cI think it\u2019s a little bit of both,\u201d she said. \u201cI think that if this passes, we\u2019re looking at a 4% to 9% increase in prices for a Florida homeowner. The equity is about 30 to 40 grand, which is great. However, that\u2019s not the real affordability piece.\u201d<\/p>\n<p>Silverman said the proposal could especially benefit <a href=\"https:\/\/www.housingwire.com\/articles\/fha-zero-down-loans-risk\/\">\u043f\u043e\u043a\u0443\u043f\u0430\u0442\u0435\u043b\u0438 \u0432\u043f\u0435\u0440\u0432\u044b\u0435<\/a> struggling to absorb rapidly increasing ownership costs after purchasing a home.<\/p>\n<p>\u201cSay you have a first-time buyer, newly married, and they bought a house for $420,000,\u201d she said. \u201cThe taxes at the time of closing were $3,200, their insurance was $3,750 and the monthly mortgage was $3,500. They were committed. They love being homeowners. They stretched things and they made it work.<\/p>\n<p>\u201cYear two, their taxes were reassessed at $8,500 because that\u2019s what happens in Florida after a sale. Their insurance crept up, normally $200 bucks \u2014 bringing their monthly mortgage to $400 more per month. Now they just got pregnant with their first baby. They are now dealing with the same grocery and gasoline prices as everyone else.\u201d<\/p>\n<p>Silverman said many younger homeowners have grown skeptical toward the status quo.<\/p>\n<p>\u201cFor that Florida family, if a bill like this doesn\u2019t pass, how do they share in this market?\u201d she said. \u201cThey are now questioning whether or not owning a home was the right decision, and we have a chance to change this.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-first-time-buyers-market-mobility\">First-time buyers, market mobility<\/h2>\n<p>Some analysts have questioned whether the proposal could deepen divides between longtime homeowners and first-time buyers \u2014 particularly because longtime owners already benefit from Florida\u2019s homestead protections that cap annual assessment increases.<\/p>\n<p>Silverman argued the proposal is designed to help buyers enter the market rather than reward existing owners.<\/p>\n<p>\u201cI think that this was built for the first-time buyer, which people should get really excited about,\u201d she said. \u201cWhen we lower the cost of affordability, it literally brings buyers off the sidelines and into houses.\u201d<\/p>\n<p>She cited that lower monthly ownership costs often determine whether some buyers qualify for mortgages at all.<\/p>\n<p>\u201cThis bill could actually be the difference between qualifying versus not qualifying,\u201d Silverman said. \u201cPeople have to remember, this isn\u2019t the market of 2021. We\u2019re not competing against 15 offers where we have to waive an appraisal. Buyers have room to breathe, whether they\u2019re first- time or seasoned.\u201d<\/p>\n<p>Davis said the proposal may also encourage existing homeowners to move up into larger homes after years of remaining sidelined by high mortgage rates.<\/p>\n<p>\u201cI think there\u2019s pent-up demand for the move up, for home sellers and the buyer,\u201d he said. So many people still have that 3.5% interest rate. I think mathematically, this may allow that home seller to say, \u2018You know what? I can go ahead and sell my home because I\u2019m now factoring moving into a different home.<\/p>\n<p>\u201cIf you tell me I don\u2019t have to pay property tax on that $600,000 home, it\u2019s going to be a a different story than before.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-renters-and-local-governments\">Renters and local governments<\/h2>\n<p>The proposal has also sparked debate over whether local governments would shift more tax burdens onto renters, apartment owners and commercial property owners.<\/p>\n<p>Silverman \u2014 who owns rental properties in Florida \u2014 said landlords are already under significant pressure from rising insurance and property costs.<\/p>\n<p>She said landlords currently have limited ability to raise rents because many tenants are already stretched financially.<\/p>\n<p>\u201cWe have more inventory than ever before, and the landlords know that right now, renters cannot support any absorption in an increased rental payment,\u201d Silverman said. \u201cBecause, again, gas, groceries and everything costs too much right now. The concern about [costs] shifting to renters is absolutely valid, but the market\u2019s doing the real work to keep that in check.<\/p>\n<p>\u201cThe biggest threat is to the landlords, because what happens when the small mom and pops can\u2019t make the numbers work and we\u2019re forced to sell? I believe that this is where the institutions who are doing build-to-rent are going to capitalize.\u201d<\/p>\n<p>Davis said broader impact of the proposal will ultimately depend on lawmakers balancing affordability relief with long-term funding stability for local governments and public services.<\/p>\n<p>Still, he believes the measure could reshape the way buyers evaluate Florida real estate for years to come.<\/p>\n<p>\u201cFlorida is one of those states that the housing market has always been strong, lots of jobs created, lots of economic booms and incentive created around housing,\u201d Davis said. \u00a0\u201cNow, with this [tax proposal] it feels to me like this is less of a housing play and it\u2019s more of a jobs play.
