Large metropolitan core counties&#8211;the country&#8217;s densest housing markets&#8211;recorded a 16% year-over-year decline in single-family permitting activity based on a four-quarter moving average.<\/p>\n<p>The downturn reflects a growing divergence in housing demand across the country. While expensive urban markets continue to lose momentum, builders are increasingly targeting smaller metropolitan areas and rural communities where land remains less costly and housing affordability is comparatively stronger.<\/p>\n<p>&#8220;Single-family construction continues to migrate away from the highest-density population centers toward more affordable markets,&#8221; said NAHB Chairman Bill Owens.<\/p>\n<p>The trend has been developing for years but accelerated following the pandemic. Large metro core counties accounted for just 14.7% of all single-family permits issued during the first quarter, down from 16% a year ago and nearly 19% a decade earlier. Large suburban counties have also experienced a gradual erosion of market share over the same period.<\/p>\n<p>By contrast, smaller metropolitan and rural markets have steadily captured a larger share of new-home construction. Outlying counties surrounding smaller metro areas posted the strongest long-term gains, reflecting continued household migration toward lower-cost regions and more attainable housing markets.<\/p>\n<p>Nationally, single-family construction outside rural markets declined 9.2% from a year earlier, underscoring the broad-based nature of the slowdown.<\/p>\n<p>Builders say a combination of elevated material costs, financing challenges and affordability pressures continues to limit demand despite widespread use of incentives and price reductions.<\/p>\n<p>&#8220;Higher construction and financing costs remain significant obstacles for builders,&#8221; said NAHB Chief Economist Robert Dietz. &#8220;Although many builders are offering concessions to attract buyers, affordability remains strained in many markets, reducing the pool of qualified purchasers.&#8221;<\/p>\n<p><strong>Multifamily Sector Continues to Outperform<\/strong><\/p>\n<p>While the single-family market lost momentum, multifamily construction remained comparatively resilient during the first quarter, posting growth across most geographic categories.<\/p>\n<p>Apartment and condominium development expanded in nearly every major market segment, with only a handful of areas experiencing modest pullbacks after strong gains throughout 2025.<\/p>\n<p>The strongest performance came from large metropolitan core counties, where multifamily construction surged 20.8% from a year earlier. The increase marks a significant acceleration for urban apartment development following a return to positive growth late last year.<\/p>\n<p>Across all non-rural counties, multifamily construction increased 10.5%, highlighting continued demand for rental housing as homeownership affordability challenges persist.<\/p>\n<p>Growth in rural multifamily markets remained positive but cooled considerably, rising 1.8% after posting double-digit gains in the previous quarter.<\/p>\n<p>The contrasting performance between the two housing sectors suggests many households priced out of the ownership market are continuing to turn to rental housing, helping support apartment development despite broader economic uncertainty.<\/p>\n<p>Large metropolitan cores remain the dominant center of multifamily activity, accounting for more than one-third of all multifamily construction nationwide during the first quarter.
