Local Housing Finance Agencies <\/strong>(NALHFA), which represents state and local agencies that finance <a href=\"https:\/\/www.housingwire.com\/articles\/road-act-manufactured-housing\/\">\u0434\u043e\u0441\u0442\u0443\u043f\u043d\u043e\u0435 \u0436\u0438\u043b\u044c\u0435<\/a> developments, says the <strong>\u043f\u0430\u043b\u0430\u0442\u0430 \u043f\u0440\u0435\u0434\u0441\u0442\u0430\u0432\u0438\u0442\u0435\u043b\u0435\u0439<\/strong>\u2018 spending proposal would reduce resources that communities depend on to build, preserve and operate affordable housing.<\/p>\n<p>Jonathan Paine, executive director of NALHFA, told <strong>\u0416\u0438\u043b\u044c\u0435\u041f\u0440\u043e\u0432\u043e\u043b\u043e\u043a\u0430<\/strong> that proposed cuts will only exacerbate existing housing affordability and cost-of-living shortfalls for many Americans.<\/p>\n<p>\u201cThe [funding proposal would limit] the ability of communities to finance affordable housing production and preservation at a time when housing costs remain historically high,\u201d Paine said. \u201cNALHFA is particularly concerned about proposed reductions to <a href=\"https:\/\/www.housingwire.com\/articles\/trump-budget-rental-assistance-cuts-hud\/\">\u043f\u043e\u043c\u043e\u0449\u044c \u0441 \u0430\u0440\u0435\u043d\u0434\u043e\u0439<\/a>, affordable housing investment and homelessness assistance programs.<\/p>\n<p>\u201cThese resources serve as critical gap financing that helps make affordable housing developments financially feasible and leverage substantial public and private investment.\u201d<\/p>\n<p>The House Transportation, Housing and Urban Development appropriations bill would provide approximately $71.4 billion for HUD and the <strong>Department of Transportation<\/strong> \u2014 representing a nearly $6 billion reduction from fiscal year 2026 levels.<\/p>\n<p>\u041f\u043e\u043a\u0430 <a href=\"https:\/\/www.housingwire.com\/articles\/new-federal-funding-a-mixed-bag-for-housing-programs\/\">some housing programs<\/a> would receive funding increases, several major development and community investment programs would face cuts.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-affordable-housing-production-concerns\">Affordable housing production concerns<\/h2>\n<p>Among the programs drawing concern from housing finance agencies is the <a href=\"https:\/\/www.housingwire.com\/articles\/house-bill-calls-for-home-housing-program-reforms\/\">HOME Investment Partnerships Program<\/a>, which would receive $500 million under the proposal \u2014 a reduction of $750 million from fiscal 2026 funding levels.<\/p>\n<p>The bill would also eliminate funding for the Pathways to Removing Obstacles to Housing program, which received $50 million in the current fiscal year.<\/p>\n<p>Paine said reductions to development-focused programs could create financing challenges for affordable housing projects already facing difficult <a href=\"https:\/\/www.housingwire.com\/podcast\/everything-you-need-to-know-about-housing-economics-but-were-afraid-to-ask\/\">economic conditions<\/a>.<\/p>\n<p>\u201cThe proposed funding levels would directly reduce affordable housing production and preservation by weakening key sources of capital that local housing finance agencies use alongside <a href=\"https:\/\/www.housingwire.com\/articles\/georgia-lihtc-tax-protection\/\">Low-Income Housing Tax Credits<\/a>, tax-exempt bonds and other financing tools,\u201d he said. <\/p>\n<p>The Community Development Block Grant (<a href=\"https:\/\/www.housingwire.com\/articles\/new-bill-aims-to-unlock-affordable-housing-funding\/\">CDBG<\/a>) program would remain funded at $3.3 billion \u2014 matching fiscal 2026 levels.<\/p>\n<p>\u201cWhile CDBG is proposed at level funding, the program has effectively lost purchasing power over time as housing costs have increased and community needs have grown,\u201d Paine added.<\/p>\n<p>The funding debate also comes as affordable housing developers continue grappling with elevated construction costs, higher borrowing expenses, regulatory needs and rising <a href=\"https:\/\/www.housingwire.com\/articles\/homeowners-insurance-2025-rate\/\">\u0441\u0442\u0440\u0430\u0445\u043e\u0432\u044b\u0435 \u0432\u0437\u043d\u043e\u0441\u044b<\/a>.<\/p>\n<p>\u201cAdditional reductions in HUD funding would create larger financing gaps, forcing projects to be delayed, scaled back or canceled altogether,\u201d Paine said. \u201cThese impacts would be particularly significant in <a href=\"https:\/\/www.housingwire.com\/articles\/rural-housing-costs\/\">\u0434\u0435\u0440\u0435\u0432\u0435\u043d\u0441\u043a\u0438\u0439<\/a> and underserved communities where alternative funding sources are often limited.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-potential-market-wide-effects\">Potential market-wide effects<\/h2>\n<p>NALHFA illustrated how reductions in federal housing investments extend beyond affordable housing providers to influence broader <a href=\"https:\/\/www.housingwire.com\/housing-market-tracker\/\">\u0420\u044b\u043d\u043e\u043a \u0436\u0438\u043b\u044c\u044f<\/a> conditions.<\/p>\n<p>Paine said slowing affordable housing production and preservation efforts could intensify existing <a href=\"https:\/\/www.housingwire.com\/articles\/price-cuts-housing-market-strength-signal\/\">shortages<\/a> in many communities.<\/p>\n<p>\u201cWhen fewer homes are built or rehabilitated, pressure on rents and home prices increases across the broader housing market,\u201d he said. \u201cCommunities would have fewer tools to address housing needs, resulting in greater competition for limited housing inventory and making it more difficult for working families, <a href=\"https:\/\/www.housingwire.com\/articles\/the-senior-housing-bottleneck-is-a-mortgage-market-issue-hiding-in-plain-sight\/\">\u043f\u043e\u0436\u0438\u043b\u044b\u0435 \u043b\u044e\u0434\u0438<\/a>, veterans and individuals with disabilities to find affordable housing.\u201d<\/p>\n<p>The House proposal includes mixed funding outcomes for rental assistance programs.<\/p>\n<p>Tenant-based rental assistance would receive $38.083 billion, a decrease of $356 million from fiscal 2026 levels, although funding specifically designated for <a href=\"https:\/\/www.housingwire.com\/articles\/white-house-proposes-elimination-of-section-8-housing-vouchers\/\">Housing Choice Vouchers<\/a> would increase by $496 million.<\/p>\n<p>Project-based rental assistance would receive nearly $19 billion, representing a $432 million increase above fiscal 2026 levels.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-congressional-priorities-ahead\">Congressional priorities ahead<\/h2>\n<p>As lawmakers continue the appropriations process, NALHFA is urging <strong>\u041a\u043e\u043d\u0433\u0440\u0435\u0441\u0441<\/strong> to prioritize investments that increase housing supply and preserve existing affordable units.<\/p>\n<p>The organization supports continued funding for vouchers, project-based rental assistance, <a href=\"https:\/\/www.housingwire.com\/articles\/hud-announces-drastic-changes-to-homelessness-strategy\/\">\u0431\u0435\u0437\u0434\u043e\u043c\u043d\u043e\u0441\u0442\u044c<\/a> assistance programs and community development initiatives.<\/p>\n<p>\u201cFederal housing programs support the entire housing ecosystem by helping create stable rental markets, preserving existing housing stock and increasing overall housing supply,\u201d Paine said. \u201cReductions in these programs can contribute to tighter housing markets, higher cost and reduced affordability for households at all income levels.\u201d<\/p>\n<p>Looking ahead, NALHFA believes sustained federal investment will remain essential as communities work to address growing housing needs nationwide.<\/p>\n<p>\u201cCongress should prioritize policies and investments that increase housing production, preserve existing affordable housing and provide local communities with flexible tools to address their unique housing challenges,\u201d Paine said. \u201cAt a time when <a
