On Friday, the \u041c\u0438\u043d\u0438\u0441\u0442\u0435\u0440\u0441\u0442\u0432\u043e \u0436\u0438\u043b\u0438\u0449\u043d\u043e\u0433\u043e \u0441\u0442\u0440\u043e\u0438\u0442\u0435\u043b\u044c\u0441\u0442\u0432\u0430 \u0438 \u0433\u043e\u0440\u043e\u0434\u0441\u043a\u043e\u0433\u043e \u0440\u0430\u0437\u0432\u0438\u0442\u0438\u044f \u0421\u0428\u0410 <\/strong>(HUD) published a document<\/a> with a proposed rule aimed at spurring more multi-story manufactured housing supply.\u00a0<\/p>\n

The rule would expand the definition of a manufactured home and support multi-story manufactured housing construction. It would further permit upper-level sections to be transported and assembled without a permanent chassis.\u00a0<\/p>\n

By supporting multi-story construction, the proposed definition would provide manufacturers with more design flexibility, which could expand housing options and lower production expenses, HUD argues.\u00a0<\/p>\n

This proposed rule, if enacted, would complement a provision in the \u041f\u0430\u043b\u0430\u0442\u0430 \u043f\u0440\u0435\u0434\u0441\u0442\u0430\u0432\u0438\u0442\u0435\u043b\u0435\u0439 \u0421\u0428\u0410<\/strong>\u2019 revised 21st Century ROAD to Housing Act<\/a> that would eliminate the permanent chassis requirement for manufactured housing.\u00a0<\/p>\n

A steel chassis can cost anywhere from $5,000 to $10,000. Eliminating that expense could significantly reduce the cost burden for manufactured housing.<\/p>\n

Congress originally instituted the permanent steel chassis mandate as part of the National Manufactured Housing Construction and Safety Standards Act of 1974. The requirement was originally intended to provide structural support and safety during transportation, but housing advocates argue that the permanent requirement is a costly addition that is typically unnecessary after a home is delivered.\u00a0<\/p>\n

Reporting<\/a> \u043e\u0442 Pew<\/em> found that only 5% to 7% of manufactured homes are moved once they are delivered, indicating that the permanent chassis requirement isn\u2019t necessary for the overwhelming majority of units.\u00a0<\/p>\n

\u201cFor the purposes of a manufactured home, the term \u201cchassis\u201d means the entire transportation system comprising the drawbar and coupling mechanism, frame, running gear assembly, and lights. <\/a>A chassis is defined in the regulations\u2026as the entire transportation system comprising the following subsystems: drawbar and coupling mechanism, frame, running gear assembly, and lights,\u201d the HUD document noted.\u00a0<\/p>\n
