The housing package<\/a> aims to reduce homeownership costs and improve housing supply while incorporating priorities from \u041a\u043e\u043d\u0433\u0440\u0435\u0441\u0441<\/strong> \u0438 \u0431\u0435\u043b\u044b\u0439 \u0434\u043e\u043c<\/strong>. Lawmakers from both chambers, who reached a deal<\/a> on the package last week, want to deliver something to voters amid rising costs of living ahead of the midterm elections in the fall.\u00a0<\/p>\n

\u201cWashington just proved it can still do hard things on housing, and that\u2019s worth celebrating,\u201d \u0418\u0441\u0430\u0430\u043a \u0411\u043e\u043b\u0442\u0430\u043d\u0441\u043a\u0438\u0439<\/a>, \u0440\u0443\u043a\u043e\u0432\u043e\u0434\u0438\u0442\u0435\u043b\u044c \u043e\u0442\u0434\u0435\u043b\u0430 \u0433\u043e\u0441\u0443\u0434\u0430\u0440\u0441\u0442\u0432\u0435\u043d\u043d\u043e\u0439 \u043f\u043e\u043b\u0438\u0442\u0438\u043a\u0438 \u041f\u0435\u043d\u043d\u0438\u043c\u0430\u043a<\/strong>, said in a statement. \u201cBut one bill won\u2019t solve an affordability crisis built over decades. \u201cFor the families who\u2019ve been priced out, squeezed out, or left behind by a broken housing market, this is a meaningful step \u2014 and it\u2019s long overdue,\u201d Shea said in a statement.\u00a0<\/p>\n

\u201cThe House\u2019s passage of the 21st Century ROAD to Housing Act marks a major milestone in the effort to address America\u2019s housing challenges,\u201d \u0414\u044d\u0432\u0438\u0434 \u041c. \u0414\u0432\u043e\u0440\u043a\u0438\u043d<\/a>, \u043f\u0440\u0435\u0437\u0438\u0434\u0435\u043d\u0442 \u0438 \u0433\u0435\u043d\u0435\u0440\u0430\u043b\u044c\u043d\u044b\u0439 \u0434\u0438\u0440\u0435\u043a\u0442\u043e\u0440 \u041d\u0430\u0446\u0438\u043e\u043d\u0430\u043b\u044c\u043d\u0430\u044f \u0436\u0438\u043b\u0438\u0449\u043d\u0430\u044f \u043a\u043e\u043d\u0444\u0435\u0440\u0435\u043d\u0446\u0438\u044f<\/strong>, said Tuesday night in a statement. \u201cWith both the House and Senate now having approved the legislation, the bill is on its way to the President\u2019s desk. This achievement reflects years of work by housing advocates, industry leaders, community organizations, and policymakers from both parties who recognized the urgent need for action.\u201d<\/p>\n

Institutional investor limits<\/h2>\n

The White House pushed for the bill in part because it aligns with a Trump executive order on institutional investor<\/a> acquisitions of single-family properties. Institutional buyers have faced criticism for purchasing homes that might otherwise be available to owner-occupants.\u00a0\u00a0<\/p>\n

The Senate\u2019s version of the ROAD to Housing Act, released in March, would have broadly restricted large investors from acquiring additional homes and included a seven-year divestiture requirement for build-to-rent properties. After pushback from homebuilders, investors and House members, lawmakers removed the divestiture requirement and added carve-outs<\/a> for several types of transactions.<\/p>\n

The final compromise, reached in June, retains acquisition limits on firms that own 350 or more single-family homes but exempts certain transactions and does not require the sale of existing holdings. <\/p>\n

\u00ab \u0420\u044b\u043d\u043e\u043a \u0436\u0438\u043b\u044c\u044f<\/a> is not straining under a temporary shock; it is pressing against a structural shortage of homes that has been building for more than a decade,\u201d \u0420\u0438\u044d\u043b\u0442\u043e\u0440.com<\/strong> senior economist Joel Berner said in a statement, citing data that shows the U.S. was short 4.03 million homes in 2025.<\/p>\n

\u201cPolicy choices matter: States in the South and Midwest lead on affordability and homebuilding, while many states in the West and Northeast, where zoning and land-use rules<\/a> tend to be more restrictive, continue to lag,\u201d Berner added.<\/p>\n

Mortgage and housing finance provisions<\/h2>\n

The legislation leans more heavily toward affordable rental housing than homeownership but includes several provisions that directly affect the mortgage industry. <\/p>\n

Among them are a pilot program for small-dollar mortgages below $100,000, a required report on how loan originator compensation<\/a> rules affect the availability of small-dollar mortgages, and a provision aimed at strengthening the appraiser workforce<\/a>.<\/p>\n

The bill also increases \u0424\u0435\u0434\u0435\u0440\u0430\u043b\u044c\u043d\u043e\u0435 \u0436\u0438\u043b\u0438\u0449\u043d\u043e\u0435 \u0443\u043f\u0440\u0430\u0432\u043b\u0435\u043d\u0438\u0435<\/strong> (FHA) multifamily statutory loan limits for the first time since 2003 and authorizes a Community Development Block Grant\u2013Disaster Recovery program for three years.<\/p>\n

The \u0410\u0441\u0441\u043e\u0446\u0438\u0430\u0446\u0438\u044f \u0438\u043f\u043e\u0442\u0435\u0447\u043d\u044b\u0445 \u0431\u0430\u043d\u043a\u0438\u0440\u043e\u0432 <\/strong>(MBA), which commended the bill\u2019s passage, backed reforms to the \u041c\u0438\u043d\u0438\u0441\u0442\u0435\u0440\u0441\u0442\u0432\u043e \u0441\u0435\u043b\u044c\u0441\u043a\u043e\u0433\u043e \u0445\u043e\u0437\u044f\u0439\u0441\u0442\u0432\u0430<\/strong>\u2019s Rural Housing Service program tied to financing of \u0432\u0441\u043f\u043e\u043c\u043e\u0433\u0430\u0442\u0435\u043b\u044c\u043d\u044b\u0435 \u0436\u0438\u043b\u044b\u0435 \u0435\u0434\u0438\u043d\u0438\u0446\u044b<\/a> \u0438 loan assumptions<\/a>. The trade group also supported language to codify \u0424\u0430\u043d\u043d\u0438 \u041c\u044d\u0439<\/strong>'\u043f\u0435\u0441\u043e\u043a \u0424\u0440\u0435\u0434\u0434\u0438 \u041c\u0430\u043a<\/strong>\u2019s reconsideration-of-value appraisal processes without increasing lender liability.<\/p>\n

When the bill was before the Senate, the MBA continued to question the costs of \u201cfirst look\u201d programs that initially offer foreclosed homes to owner-occupants or nonprofits while also supporting language that narrowed the time requirements and coverage of those programs. <\/p>\n
