The fee for the Interest Rate Reduction Refinance Loan (IRRRL) program would rise from 0.5% to 1.42%, while the VA assumption fee would double from 0.5% to 1%. The bill would also extend current funding fee rates for non-disabled veterans and add modest monthly costs for some borrowers.<\/p>\n<p>For refinances, the average increase is estimated at $8,550 over the life of the loan, according to Brendan McKay, co-founder and chief advocacy officer for the<strong> \u041a\u043e\u0430\u043b\u0438\u0446\u0438\u044f \u0434\u0435\u0439\u0441\u0442\u0432\u0438\u0439 \u0431\u0440\u043e\u043a\u0435\u0440\u0430<\/strong>. The BAC has launched a call to action, urging industry professionals to reach out to their legislative representatives. McKay noted that 382 letters were sent to the <strong>\u0421\u0435\u043d\u0430\u0442<\/strong> in the first 24 hours.<\/p>\n<p>\u201cOn the surface, the fee doesn\u2019t sound bad, but it disproportionately impacts active-duty military, and the scary part about this is, the people that it really impacts the most are not, in my opinion, paying attention to it,\u201d said Gay Veale, chief experience officer at<strong> Vetted VA<\/strong>.<\/p>\n<p><a href=\"https:\/\/www.housingwire.com\/articles\/hr-6047-va-loan-fees\/\">The proposal<\/a> \u2014 introduced by Rep. Tom Barrett (R-Mich.) with support from Rep. Mike Bost (R-Ill.) \u2014 passed the <strong>\u043f\u0430\u043b\u0430\u0442\u0430 \u043f\u0440\u0435\u0434\u0441\u0442\u0430\u0432\u0438\u0442\u0435\u043b\u0435\u0439<\/strong> in May and is moving quickly in the Senate, sources said. For months, there was a feeling the bill would not move forward until it gained recent traction and the attention of the industry.<\/p>\n<p>Meanwhile, the House is evaluating the Take Care of America\u2019s Veterans Act, a package with 60-plus bipartisan bills to reform health care and other benefits services at the VA.<\/p>\n<p>\u0412 \u0437\u0430\u044f\u0432\u043b\u0435\u043d\u0438\u0438 \u0434\u043b\u044f <strong>\u0416\u0438\u043b\u044c\u0435\u041f\u0440\u043e\u0432\u043e\u043b\u043e\u043a\u0430<\/strong>, a VA spokesperson said, \u201cVA doesn\u2019t comment on pending legislation.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-offsetting-the-cost\">Offsetting the cost<\/h2>\n<p>In a letter to the House on Tuesday, the <strong>\u0410\u0441\u0441\u043e\u0446\u0438\u0430\u0446\u0438\u044f \u0438\u043f\u043e\u0442\u0435\u0447\u043d\u044b\u0445 \u0431\u0430\u043d\u043a\u0438\u0440\u043e\u0432<\/strong> (<a href=\"https:\/\/www.housingwire.com\/articles\/supply-outpaces-demand-mba\/\">\u041c\u0412\u0410<\/a>) said that revisions to the language of H.R. 6047 \u2014 now included as Section 104 within <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/9237\">H.R. 9237<\/a> \u2014 \u201cwould create even greater challenges for veteran homeowners and homebuyers by removing the 10-year sunset of funding fee increases.\u201d<\/p>\n<p>\u201cConsequently, MBA recommends that House leaders seek alternative offsets to the legislation, including designated appropriations and\/or the use of unobligated or unutilized funds previously authorized by Congress for related programs,\u201d the MBA stated.<\/p>\n<p>The industry is treading carefully to address the issue, as the primary intent of these bills is to help <a href=\"https:\/\/www.housingwire.com\/articles\/veteran-housing-preservation-strategy\/\">\u0432\u0435\u0442\u0435\u0440\u0430\u043d\u044b<\/a>. H.R. 6047, for example, would increase benefits for severely disabled veterans who require round-the-clock care; raise survivors\u2019 VA benefits by 1.5% over two years; and expand VA home loan eligibility for National Guard and Reserve members.<\/p>\n<p>Specifically, it reduces the active-duty requirement for Guard and Reserve members from 90 days to 14 days, coupled with a 1% fee. Lawmakers estimate the changes will impact more than 500,000 people.<\/p>\n<p>\u201cWhat it shouldn\u2019t be is pitting veterans against veterans \u2014 it shouldn\u2019t be that another veteran is asked to give up a benefit or to pay more for something in order to support our most severely disabled. This is a debt that our nation owes, not other veterans,\u201d Veale said.<\/p>\n<p>Veale added that instead of raising VA funding fees, policymakers should expand eligibility to increase participation and fee revenue. She suggests making it easier for National Guard and Reserve members \u2014 who currently face complex eligibility rules and a minimum six-year service requirement \u2014 to qualify for VA loans, while also allowing veterans to transfer VA loan benefits to dependents, similar to the GI Bill.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-fewer-advantages\">Fewer advantages<\/h2>\n<p>Major Singleton, a branch manager at <strong>Edge Home \u0424\u0438\u043d\u0430\u043d\u0441\u044b<\/strong>, explained that for those without a VA disability rating \u2014 which applies to active-duty service members \u2014 the cost of <a href=\"https:\/\/www.housingwire.com\/articles\/refinance-and-purchase-applications-mba\/\">\u0440\u0435\u0444\u0438\u043d\u0430\u043d\u0441\u0438\u0440\u043e\u0432\u0430\u043d\u0438\u0435<\/a> a home would go up substantially if the bill passes.<\/p>\n<p>\u201cWhen you\u2019re doing a VA loan, the service member has to be able to recoup their cost of refinancing within 36 months, so if the closing cost is higher, then that means that potentially less veterans, less service members would meet recoupment,\u201d Singleton said.<\/p>\n<p>According to McKay, due to the fee change, \u201ca refinance that pays for itself in roughly a year and a half today would take nearly five years to recoup, which would mean it\u2019s ineligible.\u201d<\/p>\n<p>The fee can be paid upfront or rolled into the mortgage, which is the preferred option for most borrowers. The VA requires borrowers to make six on-time monthly payments to refinance a loan, while <strong><a href=\"https:\/\/www.housingwire.com\/company\/ginnie-mae\/\">\u0414\u0436\u0438\u043d\u043d\u0438 \u041c\u044d\u0439<\/a> <\/strong>requires the borrower to have been in the loan for 210 days from the first payment due date.<\/p>\n<p>Loan officers say the new bill, if approved, would mostly affect loans originated after 2023, when <a href=\"https:\/\/www.housingwire.com\/mortgage-rates\/\">\u0441\u0442\u0430\u0432\u043a\u0438 \u043f\u043e \u0438\u043f\u043e\u0442\u0435\u0447\u043d\u044b\u043c \u043a\u0440\u0435\u0434\u0438\u0442\u0430\u043c<\/a> started to increase.<\/p>\n<p>\u201cI would agree that many of them refinanced during the COVID years, but for many of our active-duty service members, they purchased over the last two to three years with rates in the 6s,\u201d Singleton said. <\/p>\n<p>\u201cI\u2019ve been able to get people rates in the 5s; however, with the increased fee, that interest rate would have to maybe drop into the 4s in order for you to recoup the amount.
