As data centers and other power-hungry users compete for scarce electricity, access to power has become the biggest obstacle to getting projects built, according to Yardi Matrix data published by CommercialCafe.

The rebound follows a lean stretch. Starts bottomed at 306.8 million square feet in 2024 before rising to 342.1 million in 2025. This year’s nine-month total annualizes to well above that level, and the national pipeline stands at about 463.3 million square feet, up from 357.4 million at the start of the year.

Power is now the main constraint. A Site Selectors Guild survey found 79% of respondents said power access or constraints can determine whether a project is feasible. Peter Kolaczynski, director at Yardi Research, said power availability was once a routine checkbox in industrial development, but now “speed-to-power is the factor that makes or breaks projects” in digital infrastructure, advanced and heavy manufacturing, and metals processing.

Data centers are also distorting the market’s pricing. About $74.4 billion of industrial assets traded through September at an average of $140 per square foot. In Chicago, a single $750 million purchase of an Elk Grove Village data center by GI Partners accounted for 17% of the market’s $4.4 billion in year-to-date volume. That deal lifted Chicago’s average sale price to $123 per square foot, up 34% from a year earlier. Excluding data center transactions, the average was $101 per square foot, still up 10.3%. Chicago’s total is second only to Dallas, at $5 billion.

Data centers are also showing up in construction pipelines. In Atlanta, where about 21.3 million square feet is under development, one of several 1-million-square-foot projects in the works is Digital Realty’s ATL-15 data center in Forest Park, Ga.

Local opposition is adding delays. Community and government concerns over power use, traffic, air quality and loss of open space are lengthening entitlement timelines on planned projects.

Costs are climbing too. The Bureau of Labor Statistics’ September Producer Price Index showed input prices for new non-residential construction up 11.9% from a year earlier, while overall non-residential construction costs rose 5.4%. Tariffs have lifted metals sharply: aluminum is up 25% year over year, steel 28% and copper and brass 30%. Diesel prices, which affect site work and materials transport, have jumped 70% since the start of the Iran War, according to the report.

Traditional warehouse fundamentals are softer. The national vacancy rate rose to 9.7% in September, up 40 basis points from August and 20 basis points from a year earlier. In-place rents still climbed 5.3% over 12 months to an average of $9.33 per square foot. The premium on new leases narrowed to 80 cents, leaving the average new lease at $10.13.

Companies building for their own use remain a significant source of activity. Owner-occupied starts totaled 76.1 million square feet through September, roughly 27% of this year’s starts. In 2025 they totaled 103.2 million square feet, the second-highest annual level in a decade behind 2020’s 108.3 million.

Yardi expects starts to keep rising through the rest of 2026 on continued demand for warehouse, manufacturing and logistics space. It cautions, however, that power, entitlement and cost headwinds are likely to restrain new supply and ultimately push rents higher.

The labor data points the other way. Warehousing and storage employment was 1.83 million in September, down 1.2% from a year earlier and 5.5% below its March 2022 peak. Operators are prioritizing automation, and Yardi expects labor requirements to fall further as demand shifts toward modern, automation-ready facilities.

Even as Power and Tariffs Squeeze Margins in 2026 U.S. developers have started 274.4 million square feet of industrial projects through the first three quarters of 2026, putting the year on track to be one of the busiest for groundbreakings since the 2022 peak.
